There is an automation rule action to link two issues: https://support.atlassian.com/cloud-automation/docs/jira-automation-actions/#Link-issues

However you do not provide enough details for the community to offer other suggestions.  For example:

• what problem are you trying to solve by linking the issues; that is, "why do this?"
• when would the issues be linked?
• what have you tried thus far to solve this need?
