Comment or Activity Sort Arrow

Can someone explain the sort arrow that appeared in JIRA after our upgrade to 8.8.0.
It appears in some projects and not others and for some users and not others. This screen shot is from https://jira.atlassian.com/browse/JRACLOUD-69548 which is about this feature being under development.
This is exactly what we want we just do not see documentation on how to enable it.
