Dear Atlassian Support,
since today we've noticed that the EDIT and DELETE comment options were removed from the comment interaction bar in Jira Cloud tickets. There only remains REPLY, THUMBS UP and EMOJI options. EDIT and DELETE have apparently been moved to a 3-dot menu, that is only visible when one hovers with the mouse over a comment.
How do you justify, that with this new design choice everyone needs to click twice to get the same result?
This is a step backwards from a usability standpoint in my opinion (as a admin and poweruser) and should be reverted immediately.
Please elaborate.

Or the permission have changed on the project or you where on a plan and the payment has not been done.
Reach out to you admin or if you are the admin of your instance check the settings.

Since today every issue in every project shows this:

I checked multiple Jira instances, that I manage and I can't reproduce the behaviour you experience.
Seems like it might be an issue on your instance, best is to raise a support request at Atlassian Support

I was informed today by Atlassian Support, that this is not a bug....
This is in fact - as initially suspected - a deliberate UI change that is apparently being rolled out and there is no option to revert.
This is not good...
Admins and users should request/upvote this "feature" request via:

How the Atlassian product team can argue this is an improvement, because EDIT and DELETE comment are supposedly "secondary interactions" is not fathomable.
ThumbsUP and EMOJI are social interactions, while EDIT and DELETE are in the realm of productivity, which is what JIRA is. A productivity platform.
I'm not happy with this change, neither is my team or users.
A better solution in my opinion would have been to make this layout optional, not mandatory.
