On my scrum board, the column issue count on both the “To do” and “Done” column, do not match the number of tickets under the respective columns. The "to do" columns indicates that there are 5 issues when there are actually no issues in that column. Could it be because the swim lanes are based on epics?

Are you working with a Team Managed project or a Company Managed project? That information will show at the bottom of the panel on the left when you are viewing the board.

Hi Trudy, it's a company managed project. I do have a filter on the board that shows only the tickets for the current sprint.

A scrum board will inherently show only the issues in Active sprints. Do you have more than one Active sprint?
Besides the Sprint filter do you have any other Quick Filters activated?
With Epics set for the Swimlanes next to each Epic you should see an issue count, and a swimlane at the bottom for issues not in Epics. Do the counts for each swimlane match the number of issues displayed in that swimlane?
Can you share with us the filter you have used to create this board?
Can you show us the rest of the display for the To Do and Done columns?
I have a Company Managed project with a Scrum board where I have created multiple Epics. I've created child issues in the Epics and some child issues that have no Epic parent. I've created some subtasks under some of the child issues. I have set the Swimlanes on the board to Epics. My filter is pulling all issues from the project.
So far I have not been able to come up with a set of options that shows a count of issues in the column header but no issues in the column itself.

Why have you included in your filter and sprint in openSprints()? That is not needed unless you want to limit the Backlog screen associated this board so that it does not show the backlogged issue nor the future/planned sprints.
Can you confirm that the board shows the Complete Sprint button in the upper right corner?
I have created a similar filter, but when I use it to create a new Scrum board that board doesn't show issue counts in the column headers at all.

Thank you for confirming you have the Complete Sprint button showing. That confirms for me that the board is, indeed, a Scrum board (vs. a Kanban board).
Reviewing your addition of and sprints in openSprints() in your filter...
By design a Scrum board includes an Active Sprints view and a Backlog view.
The Active Sprints view will only ever show the currently Active (i.e. Open) sprint(s). It will not show issues that are not assigned to any sprint, nor will it show sprints that you are planning but have not started (opened).
The Backlog view will show the Active sprints, the sprints you are still planning but have not started, and the list of issues that are not currently in an Active or planning sprint.
Your filter affects the display of both the Active Sprints view and the Backlog view. By adding and sprint in openSprints() to the board filter you prevent the display of Planning sprints and Backlog issues on the Backlog view. If you did not intend to do that, you could remove and sprint in openSprints() from the board filter.

So far I have not been able to replicate your scenario in my own environment. I feel like I might be missing something in your board configuration.
Can you provide screen images from your Board Settings showing all the information for the General tab and the Columns tab? And can you provide a screen images showing the entirety of the Active Sprints board view?
If you are not comfortable posting that information in the community, then I recommend you ask your Jira Administrators to open a support case directly with Atlassian Support. With the permission of your admins Atlassian Support would be able to access your system, look at the information directly, and probably discern why the discrepancy is occurring.
