Client access to view projects without using my licence count

My consultancy currently has a JIRA instance that we are using to track progress of projects for our end client. 

We would like our client to have access to JIRA so they can be involved in the projects, and comment on items etc, but we don't want to use our own licences to allocate user access. 

If our client set up their own JIRA account and users, is there a way of linking them to our project boards and vica versa?
