I am on the app on my phone can somebody give me instructions after the client list comes up on how to add a new one it just shows me the list of the clients
In the Jira mobile app, you can only view and manage existing clients/customers—there is no option to add new ones. To create a new client or customer, you need to use Jira in a web browser

Are you talking about Jira Software or Jira Service Management? There are a lot of Administrative functions that are not available by the mobile app. Adding new users would be one of those not available.
