I don't think that there is any way to say "best" chat alongside Jira.  Jira can talk to most chat programs very easily, with apps built for it to help you out with a lot of them (especially the more popular ones)

I would re-frame the question - which chat system is best for your organisation?  List the top few then look at the Jira integrations that may be available.

If you don't want to wade through the market, then there are a couple of places I would start.  For a Cloud based solution, look to Slack - Atlassian sold the IP for Hipchat and Stride to Slack, and pretty much have them at the top of the list.  If you want to keep the data on your own servers, Mattermost seems to the the one Atlassian users are heading for.  But I'd also look at Discord and Rocket Chat, and maybe even Jabber and IRC (there are loads of services that provide chat over Jabber and IRC, they're old, but proven).  If you have a lot of Microsoft, then look at Teams as well, but I've had some bad experiences with it, and Teams doesn't seem to be much more than a thin layer over a backend made up of other MS tech that isn't exactly great at the best of times.
