After adding Priority to my screens, I have two problems with setting Issues with Priorities.
1) For my priority field, I have the order Highest, High, Low, Lowest. If I create an Issue and set it as either High or Low, I can only go from High to Highest or Low to Lowest. Is there a way to set up the field such that I can go backwards (i.e. Low to High/Highest or vice versa)?
2) After adding the Priority field, the drop down appears on every issue but I am not able to edit the Priority from the default set. Is there an explanation for this?

That's a really strange behavior you have here. By default, you should be able to switch your issue's priority between any level, as you can see in my own site below:
Are you using JIRA Cloud or Server?
Can you please let us know what kind of project you are working on and send us a screenshot displaying the priority options that appear for you?
Additionally, try to clear your browser cache and try with a different one just ensure you are not facing a cache problem here.
