Change the order in which ticket issues are listed?

When we view a ticket the the description is being shown at the bottom below the troubleshooting steps. This messes with the general flow of the ticket and sometimes things are missed. Is there anyway to move the description above these labels when viewing an open ticket?

Unfortunately, it is not possible to change/customize the issue view layout on JIRA Cloud, however, we have already requested this functionality with our development team:
