Change license key

Hi, I have a jira on test environment and I would like to change the new license but I have the problems.

My jira version is "JIRA Software 7.1.7"

I access via tunnel with ssh, I tried to change licencse  from web browser with http://localhost:2000 

When I am trying to update the licencse I have this error:

The license could not be installed.

com.atlassian.activeobjects.internal.ActiveObjectsInitException: bundle [com.atlassian.plugins.atlassian-whitelist-api-plugin]

I would like to change the license to upgrade.

I resolved the problem when in production environment I canged license and I did a dump from database PRO and restore database in PRE
