I am trying to change access to team-based space to Private with free version of Jira by following the instructions set by the Cloud Support, but instructions don't seem to match what I see on my creen. I'm supposed to see `space access' under access settings for the space to then select Change space access, however, 'space access' is simply not there and can't find a way to make the steerings update.

On the free version of Jira cloud, permission settings cannot be configured. It is one of the limitations of the plan.
Modifying permissions to spaces requires you to be on a paid plan, starting from the standard version of the product.

Adding to what @Walter Buggenhout said, while you cannot change the Space Access settings while under a Free subscription, you could temporarily upgrade to a 14 day free trial of the Standard plan. During that Trial you can change access settings for your Spaces. If you then downgrade back to the Free subscription while in the trial period, the access changes you made will still be enforced.
The drawback is that when you go back to the Free subscription you will not be able to add users to the Spaces, as that is not supported on that subscription. If you needed to change the access again or change the people with access you would have to upgrade to a free trial of the Standard plan again, make the changes, and then downgrade again.
