How to implement Capacity tracking in Jira or confluence.

You don't in confluence - it's not really meant for that. You can expose some data through gadgets, but Confluence is better for documentation.

If you have Advanced Roadmaps, then you have to set up "teams" which include all the members of the team, then you set up capacity limits per team. 

There are numerous Add-Ons found in the marketplace that can also do this, but the topic is involved enough that a single post isn't going to really help you.  Check this link out for more details about the Advanced Roadmaps capacity planning.
