Are you still having the problem? Is it happening with one project only or all of them?
Definitely clicking on "Settings" should take you to the project settings so that you can make your changes.

Yes, still happening.
It only happens on one of my two projects.
Perhaps related: I'm trying to disable notifications for watchers, and they're still getting them. That's a separate issue though.
I'm tempted to create a new project and move my issues to it.

Imagine your project has lot of issues, configurations, will you give up quickly?
Can you check what’s different between the 2 projects?
is the one you are having issues with a next-gen?

Some time ago I simplified the workflow, and adjusted the notifications, but otherwise, it's a stock service desk.

Making changes to the workflow and notifications shouldn't affect the project. Users Access is the one you need to make sure about.
If you are done configuring your project, what happens when you click on portal to see your project the way your users will see it?

I don't know how to check the macros.
I made the changes a year ago. The weird notification behaviour start several weeks ago. I haven't had time to look into it until now, which is when I noticed the project settings problem.
Are there any application logs I can look at? This may need to go to Atlassian to do a check of my project to ensure something isn't misconfigured.

Cloud users can not access the application logs.
