Cant create agile projects in lira software

We have decided to use lira software for agile development, but i can't create any software projects, only business projects.
The Agile add-on is enabled, so whats is wrong?

Do you mean Jira Software when you mention Agile add-on (check by selecting Administration, Applications)?
Is your license ok?

Which jira version are you using? What do you see when you click on Projects in menu? And what when you select Create project?
