Cannot transition Jira Cloud issues in 2 of 4 migrated projects using new workflow

I have a tested and fully working configuration for projects include:

• Custom Field Configuration Scheme
• Custom Issue Type Screen Scheme
• Custom Workflow Scheme

I migrated 4 projects using the above schemes and two are working fine, as expected, and two are badly broken with no ability to transition from one status to another. They all started in a similar configuration. A search of this issue suggests potential DB issues with the problem projects. Apparently the 'Integrity Checker' could help identify and fix DB issues, but it is not available for Jira Cloud users?

Am trying various workarounds including replacing the workflow with a simpler equivalent with no luck. Suggestions appreciated.

Found the solution ... turns out permissions were not consistent across the projects. I didn't dig into the specifics, just noted different schemes were used and converted the offending projects to the same 'default software' permissions scheme used by the working projects and transitions are now working as expected.

So now I will add the following to my 'consistent schemes for migrating projects":
