Cannot see the Settings > Advanced > events option in JIRA

I am trying to configure custom emails on transitions, but do not see any features allowing me to do this.  
Do I not have the right permissions?

I am on the high side version of JIRA. 

Perhaps this feature is not enabled there?

Your second guess is right - Cloud does not allow you to customise the emails, natively.  There are a couple of apps in the marketplace that do let you do some customisations, but you will need to buy them.
