Cannot modify task due to invalid URL

After upgrading to 8.16, I cannot modify tasks anymore. The application creates invalid URLs to load additional content like JS files. For example, the following invalid URL is created:

https://jira.my-company.de/s/8674f55de8536076d764150b0ceb1237-CDN/u067yz/816000/1rqn8jg/76c0aac923822a59dbe5e976bb03e893/_/download/contextbatch/js/jira.edit.issue,-_super,-jira.view.issue,-project.issue.navigator,-jira.project.sidebar,-jira.global,-jira.rich.editor.api,-com.atlassian.jira.projects.sidebar.init,-atl.general,-jira.rich.editor,-com.atlassian.jira.plugins.jira-development-integration-plugin:0/batch.js?agile_global_admin_condition=true&baseurl-check-resources=true&healthcheck-resources=true&jag=true&jaguser=true&jira.create.linked.issue=true&locale=de-DE&richediton=true

The URL contains the invalid fragment ":0". Removing that fragment (manually), everything is fine.

The Jira server runs behind an IIS instance. The IIS denies the URL as it's invalid.

With version 18.3.0 everything worked fine.
