Cannot install apps, keeps uninstalling right after install

I've tried to install several apps through the admin manage apps interface. They start installing, I see the popup, and then it fails. When I look at the audit log, it shows a record for installing and the 4-5 minutes later, there's a record for uninstalling the app. No errors are shown in UI. What is going on?
