Cannot grant adminstration access to administrators group

Our project just has been migrated from Jira server to Jira cloud.

Now, in Jira Cloud  only site-admins can administrate Jira.

I'd like to add other team members to admins.

When I try to add administrators group to Jira Administration I just cannot find this group. However, administrators group is in Confluence administration.
