Cannot find list of Watchers, or use @ to find Jira users in Comments field, using Windows 10

I am using JIRA on a laptop with Windows 10.  I have used JIRA several times before on Windows 7.

On Windows 10, I cannot find any "Watchers" when I want to add one to a ticket.  Also, if I am looking at a JIRA ticket and go to the Comments field and try to find someone by typing the "@" symbol, nothing comes up.

1. Is this a KNOWN compatibility issue between JIRA and Windows 10?

2. Is there a KNOWN solution to this issue?
