Cannot find Project settings > Features in team-managed project

When I look for features for this project there is no features list. In diffrerent team-managed project I can see roadmap, backlog, board,reports, etc. How can active features project settings. Could you help me?

I also noticed that there is no Board option in the second one. 

How did you create the second one? What was different about the process?

Another question: did you recently change your product licensing, as there is a defect for this symptom when the software license is cancelled: https://jira.atlassian.com/browse/JSWCLOUD-18170
