I have a situation where users have all the privileges available on a project but the @mention feature is not working and the users are not able to see each other.
Its causing some limitations with testing etc. I've looked into it and it appears to be a situation where global permissions for "browse users and groups" have different roles associated. I tried to override this by creating a new permission scheme but this option is not available on the scheme.

Hi @Alex Treen - The permission scheme is separate from the global permission. This is on the jira administration side in order to set the membership to the browse users and group permission.
Just need to make sure all your users in a particular project are seen under browse user and group..
