Cannot customize colors in Jira 6.4 (com.atlassian.jira.lookandfeel.customizeColors = false)

Hello,
We have a JIRA 6.4 instance in production (and test) and I wanted to do some customization on the colors in "Look and Feel" configuration because of new Corporate Colors of the company.
But the screen doesn't show the color options as described in the Dcoumentation right here (https://confluence.atlassian.com/jira064/customizing-the-look-and-feel-720412271.html).
I have checked a parameter in "System Info" and it says:
com.atlassian.jira.lookandfeel.customizeColors = false
Where can I change it to true?
I have check jira-config.properties file, but there is no entry setting it to false.
