Cannot create a jira site

한국어 사용자이며 회원가입 이후 jira 사이트 발급단계서 아래와 같은 메시지가 나오면서 계속 페이지 발급이 안되고 있는 상태입니다.

I am a Korean user, and after signing up, during the Jira site creation process, the following message keeps appearing and the page/site is not being created successfully.
