Cannot create a board

I do not see any option to create a board in JIRA.  Am i missing security or do certain versions of JIRA not include boards.

Creating boards is a feature of Jira Software.  Yes it is possible you have only Jira Core, or Jira Service Desk, these two alone can be run without Jira Software which in turn could prevent you from creating a board.

And if you do have Jira Software installed and licensed here, then the next step is to make sure that your user account has been granted application access to Jira Software per https://confluence.atlassian.com/adminjiraserver071/licensing-and-application-access-802592218.html

Kindly make sure that your user has a Jira Software license. You can go to user management, choose your user and have a look at the Applications column.
