I cannot create a Jira Cloud site, so I do not have a valid Cloud URL yet.
During the "Create a site" step, it keeps loading and then shows:
"Something went wrong on our end. Please try again."

I have tried incognito mode, clearing cookies, disabling extensions, and using proxy/VPN.

This seems to be a glitch while provisioning on the backend.
I seen a lot of them across years with Atlassian Tools.
It would probably require assistance from Atlassian Support to investigate.
In your attempt, please create it through admin.atlassian.com (Apps ➔ Add app), try a different subdomain, or turn off your VPN, and see if it works.
If it still shows the response, please create a support ticket with your Anonymous ID (e13f305b-b7a3-485d-8f7e-c63f83ce172a), the URL you have tried (chi435900020.atlassian.net), and the 400 console error.
If the support form requires you to provide an active URL, you can input any URL and provide a note stating that the issue is with the app creation.
