Cannot create GitHub branch from JIRA

We have the GitHub JIRA app setup and when clicking the option to create a branch in GitHub from a JIRA ticket, I can see the GitHub repositories and associated branches in the form to create the branch.  However when clicking on the 'Create Branch' button this cryptic error pops up:

It may not have the capability to access based on executing capabilities. See this article, it seems a similar issue was encounter as was solved through updating the capabilities.
