Cannot assign issue to other users i added

I'm using Jira software and we create issues , i was able to assign issues to users i have been added to site access , suddenly i found myself unable to assign any issue to any user even when i try to mention anyone in comment i can't find the users, i check the users from users management and i found the users exist and have site access ????

Welcome to the community. 

Maybe the project permissions has changed and/or the users are not added to the project.

You can check both in the project administration area if you are the project administrator or ask your project administrator to do so.
