Cannot add user, all the user directories are read-only

I am trying to install Jira on Linus with a PostgreSQL database and the following error occurs which does not allow me to continue installation:
"The user could not be added, all user directories are read-only"

Can somebody help me?

Hello,

Which versions of Jira and Postgres are you using? It may be because you are using an unsupported version of Postgres.
