Cannot Edit Access to "Browse Users and Groups" Global Permission as a Site Admin

I am the site Admin for our JIRA however I cannot map any users or groups to the Global Permission "Browse Users and Groups". I need to be able to modify this access so we can map approvers using the selection list when creating new tickets.

Hi Eric - Welcome to the Atlassian Community!

Can you be more specific about why you can't add users or groups to the Global Permission?

Did you see the Grant Permission function at the very bottom of the list?
