Cannot Assign Teammates to Issues

Question 1: I am unable to add teammates to issues, and they don't even appear when I try to select someone else for assignment. Also, on the sprint board - no other users appear. 

Question 2: I understand sprints, but I would like to view the Kanban board by epics rather than "sprints". How do I configure other view options - are there any?

Welcome to the community.

Are you working with a Team Managed project or a Company Managed project? It will say at the bottom of the navigation pane on the left.

For a Company Managed project, a user can be assigned to an issue only if they are included in a Project Role or User Group that is granted the Assignable User permission in the Permission Scheme associated with the project.

Regarding your second question, sprints are shown on a Scrum board. This is a different board type from a Kanban board. Kanban boards don't show issues grouped in Sprints. Kanban boards are used to manage issues as a prioritized queue where issues are worked on as capacity allows rather than planning them in time boxes (i.e. Sprints).

Do you want to manage your work in Sprints using Scrum methodology or in a queue using Kanban methodology? Or do you want to manage your work using Scrum while also having alternate ways to view the data? Please provide more information on what you are trying to achieve, and if you can provide screen images of what you already have.
