Can you use script-runner to set all Jira email IDs to public across the org for an integration?

For an upcoming integration, we need all Jira email IDs set to public. However, I have confirmed that we cannot update this setting globally or even do it on behalf of a team member. To do this, we would need every Jira user to go in and edit the setting on their own. So we are looking to find a more straightforward solution to set them to 'public' through an administrator or script/job. Is this possible?
