Can you update issue links between 2 issues?

I'm curious if I want to update an issue link between 2 issues if you are able to do so. For example, say I wanted to change one issue from depending on another issue to being blocked by another issue.

Hi @Morgan DiSanto-Ranney - Yes, this shouldn't be a problem - you should be able to open one of the issues, navigate to where it shows the issue link, and then modify it.

Oddly enough, it seems I can only delete the link and not modify it. Do you have any thoughts on what I am doing wrong?
