Am I able to restrict comments to an individual user and not roles and groups? I have a few of my devs that would like to make comments in tickets and make it only visible to themselves. I can create a group for each individual user that requested this but I'm hoping for a better way around this.

to be honest, I do not know any better way.
I recommend to restrict as less as possible in Jira. It's a collaboration tool that has its main purpose in sharing as much information as possible.
Work with issue security levels to fully hide one issue, but not just comments.
On the other hand, if developers would like to have their own comments that nobody else should read, they could to this within an integrated chat solution.
