Can you please let me know if there is a Role/Permission scheme in our JIRA instance where the Admins have the provision to add/edit projects & not have delete access.

Hi Koteswararao,

You can't separate the create and delete project permission for Jira admins. There is a ticket that you can vote to enable this feature:
