Can you link JIRA Cloud to HUGO?

Is there a way to link JIRA Cloud with HUGO? I have "Enabled" JIRA in HUGO but cannot see any linkage.

Never even heard of Hugo so tried google and found several links to Hugo site discussing the topic. https://support.hugo.team/article/353-about-jira-hugo

I am suspecting you need to go to admin - system - webhooks area to complete the process but unsure..

What did "Hugo" want to know about your Jira when you "enabled" it? (Bear in mind you have not explained what Hugo is, so, although I know a couple of projects involved in the Human Genome Organisation do use Jira, I can't be sure you're even talking about them)
