I was wondering if it's possible to give a user permission to a project issue only if they were @mentioned in that issue?

unfortunately you can't. You can give permission to browse issues in a specific project for example to watchers. In this way users can provide acces just adding a user to wathcer list.
In that scenario you should provide Browse Project permission to watchers.

You could do this with Issue Security and automation that added the mentioned user to a group or role that has permissions to see that issue. The user would also have to have the Browse Permission permission for the project.
Issue Security would need to be used on all issues in the project to hide the other issues from that user.
