Work at a research and innovation hub managing a number of projects. We want to look at JIRA as a tool to not only support individual projects but overall PMO administration.
How can the tool help our PMO respond to the question: "How are things going?" ie. Create snapshot reports for the PMO of the project status, next steps, and major issues for each project.)

There are various built-in reports within Jira that can present status, metrics of the project. Furthermore, with dashboard gadgets nice graphical representation can be generated.

you can have a look at our add-on Status History PRO which gives you several reports and special viewer for analysis what's going on with statuses of your project's issues. Please check our User Guide, Reports and Viewer documentation.
