Not with out of the box tools. Though if you need to make a lot of issues I wouldn't necessarily recommend cloning then going in and filling out anyways.
You could make a manual trigger automation rule however to do this, though I would advise against it.
I would recommend either making the issues in Advanced Roadmaps or using a csv and then uploading them.
Cloning an issue that will need editing after will lead to more work then creating a spreadsheet in either of the above methods then publishing the issues.
There are some plugins that may allow this but at that point I am not sure if there is a value add of cloning.

With our app Deep Clone for Jira you can clone single issues multiple times. Just check "Clone issue multiple times" under advanced options and define how often the issue should be cloned.
