Can you bulk ADD issues to Jira from a spreadsheet?

We have a an excel spreadsheet with columns that match the JIRA fields.  There used to be a bulk ADD function in JIRA.  Has it moved or been removed?  Is this function role/permission based?

From the Filters > Search Work Items screen you may find the Import Work Items from CSV option, if you have permission to execute Bulk actions.
