I was wondering if there is a way to assign a user to a release/version?

This is not possible, but I'd like to understand what you're trying to accomplish. Typically, I create a release task that is assigned to the release engineer with any specifics that need to be accounted for in the release such as any manual activity. For simplicity, the release task fixversion can be set to the release so the engineer knows what release this is referring to and what issues are included in the release.

We currently work on a software team and have both Web and App releases on the go, and for organization purposes I was wondering if there was a field where I could assign a release to a specific person for them to be in charge of making sure it goes out on time.

In that case, I would go with the "Release Task" mentioned in my last post. This would give them an assignment and enable providing additional context to the release engineer.
