No. If it's for commercial use, you need a full license for it.

If you are a secular charity or an open-source project, free licenses are available, but for all commercial uses, you need to pay. Contact Atlassian sales if you aren't sure whether you qualify for a free license.

On that note Can I go for the Download option with the Starter pack i.e upto 10 users and use the same

I imagine so. Your Atlassian account will let you buy all the standard options, and if you get stuck, talk to Atlassian sales
