Can we use JIRA or other Atlassian apps for accurate work effort tracking - actuals against forecast

I'm working on a large program delivering both Agile and Non Agile. 

We want to carry out detailed tracking on:   

  - Progress of work execution against what's planned / forecast

  - Tracking time effort for completion of a task

We want to use for not just for agile work, but Non agile also (e.g. tracking of a level 3 task such as 'build X server')

Does this functionality exist, and in what applications?

Where best to find more info / see what's possible

@[deleted], yes this capability exists. You can use time and/or story point estimation/tracking. Have a look at the below documentation.
