My client gave requirement - In payment project they have Testing , operations, PMO, Business roles and groups.
If they filter PMO in dashboard, they should see how many task has been completed by PMO team. so, we needs to create a dashboard which will be having groups and roles option. how do we create a dashboard?

There is no native functionality in Jira that will give you the ability in a native dashboard gadget to group issues by project roles or user groups.
You can create a filter to give you a list of all issues that are completed where a user specified in a User Picker field, like Assignee, is a member of a specific User Group using the membersOf function:
There is not a native function to search for issues where the user in a User Picker field is a member of a specific role in the project.
Would you consider acquiring a third party app to achieve your requirement?
I don't know a specific third party app that would provide that functionality, but you can search the Atlassian Marketplace for such apps.
