Is there any way we can detect inactive users from User Management and remove them using Jira Automation ?
Or is there any methods for achieving easily without Automation or Plugins.
Jira itself does not provide a native way to automatically detect and remove inactive users through Jira Automation. User management actions, like deactivating or deleting users, are generally outside the scope of what Jira Automation can handle. You can do it manually
Manual Detection via Jira Admin Panel:
User Management Panel:
Go to Jira Settings > User Management > Users.
From here, you can see the Last Active column, which shows when each user last logged into Jira. You can manually review inactive users and deactivate or remove them from this interface.
CSV Export: You can export the list of users to CSV, filter by inactivity, and perform bulk deactivations manually.
You would need an addon app for that. I did a quick search and found this user-management-for-jira-de-license-inactive-users
I do not have any experience with the above addon and there are others to consider. https://marketplace.atlassian.com/search?query=inactive%20users

Hi Santhosh,
Jira Automation doesn’t currently support detecting or removing inactive users directly. There’s no built-in way to fully automate this without external tools or plugins.
Our app, Seats Management, solves exactly that. It automatically identifies inactive users across Jira and Confluence and can deactivate or remove them based on your settings—helping with both cost-saving and compliance (e.g., ISO 27001, SOC 2, HIPAA).
