Can we track the downloaded attachments in Jira. Can someone suggest us.

There is no tracking of these actions in logs.
Possibly can try with 3d party addons. Possible this plugin might be able to achieve what you need: https://marketplace.atlassian.com/apps/1212507/smart-attachments-for-jira-file-document-management?hosting=cloud&tab=overview .
