We have newly transitioned into Scaled Agile framework. We are currently in the process of PI planning. Our team is creating features based on the segregation of work. We see that some of the bulk of work only require Program Manager, Product Owner and the Architects. In this case if we create a Feature for the work, none of the stories under it will have any story points. But we still want to ensure the work is tracked to completion. How should we go ahead in this case?

First thing, I recommend discussing this need with your team and coaches to learn how this type of work was managed in the past. That will provide insights into how this might be handled going forward.
Ultimately, this may be based on what problem(s) your team is trying to solve by this tracking, who wants it tracked (and why), when they need it, and what they will do with the information.
If these work items take any effort, they impact the capacity of someone, and so perhaps they are non-zero-sized on that individual's tracking rather than zero-sized on the board of the team not doing the work.
And if an all-work items view is needed for some visibility purpose, a Kanban board could be created which spans all the relevant workstreams; such a visibility board would be treated as "read only", allowing the updates to be on the source teams' boards.
