Can the same License key be used after dismantling the existing instance & creating a new instance?

Yes, you can apply the license key from an old decommissioned server to the new server. As long as you do not have two production instances running on two separate servers with the same license key, and the maintenance for that license is valid for the version you are migrating to, then it is ok to use your license key on a new instance on a new server.
The Server License is perpetual meaning that you own it and you do not need to be under active software maintenance to migrate your license to another server. You can use any version of the products compatible with your license that was released up to the point that your software maintenance expired, with the caveat noted above of only on one live instance at a time.
The latest Versions and most of the Server versions can be downloaded from HERE, with an accompanying list of the versions going back to Jira 7.0.0 with respective release dates HERE and the older versions (Jira 6 and older) can be found in the Jira Server Download Archives HERE.
