Can the "+ Create icon" be added to a company-managed backlog like it is on the team-managed backlog

Can the "+ Create icon" be added to a company-managed backlog like it is on the team-managed backlog

When working in a backlog of a team-managed project, the + Create option appears when hovering between two items. Is it possible to have this same option in the company-managed backlogs?
