I have just signed up for the Free plan of Jira, and I can't seem to be able to assign a second user as Organizational Admin. Is this because the Free plan won't allow it, or am I missing something? The Free plan won't provide Customer Support help either, and I'm hoping someone here might be able to help. Thank you in advance!

You can have multiple organisation admins, irrespective of the product subscription.
Since you have recently signed up, most likely you have the centralised user management system. The below article should help with the steps:
